I was wrong about Julia, she isn't the strongest female NPC of all time, it's actually Tammy the strongest! I never knew that, this is the very first time I challenged her in that video.

You can thank HelloWyrm from RU-vid for that, if it wasn't him I would've never know that despite that I challenged almost everyone in every game, I never knew that because it was a sidequest.

Post-Hall of Fame, you can find a newlywed couple in one of the houses in Humilau City. Talking to them will unlock a small sidequest to climb the Celestial Tower, and ring the bell at the top. On each floor there will be a powerful female trainer that you'll have to beat in order to advance further up. The last one of them has a full team of strong Steel types, which on Challenge Mode are all Level 69. I guess that would make her the most powerful random NPC in the game.
