As I said in other cover Everyone saw him as a normal antagonist with a Reshiram, a easy final battle and a good theme I saw him as a freaking monster with broken Pokemon, a Zekrom that instakilled my Reshiram and this playing in the background, i love him, but I hate him, i was just... Not ready for facing him, and I lost a lot of Pokemon Black Nuzlockes by his Zekrom and Zoroark claws

It's actually ticking clock sounds. Because N was originally supposed to have supernatural powers that allowed him to see the past and future. The clock sounds are a really clever way to represent this scrapped idea.
