The only "proof" of that ever happening comes from Keefe. There's no case and it will never happen (Sean Combs arrest). I think it probably did happen (the meeting and proposition), but there's nothing there to bring to a court.

He said what wasn't in that agreement. That's what got him caught up. Can't lock him up for the agreement at hand. He had to break it by giving additional testimony and evidence which he did (interviews and still having the murder weapon)
I think they waited late to counter all loopholes since Keefe D had an immunity deal with LAPD; however he did not have one with LVPD. Usually when ppl know something and could easily get charges, they have to make sure there is no way someone can beat the case. My best guess is they let Keefe talk shit and keep spilling it out in every interview he’s paid for since he may add additional stuff to the night of Pac getting shot in order to get more money for more interviews. Next they review with the DA of possible counters to ensure they have all angles covered so Keefe’s lawyer or legal team does not try to counter them or sue them for breaching the immunity deal.

It's not illegal to tape a confession. Also under the freedom of information act almost anyone can request most parts of an investigation including a taped confession. Plus a Proffer agreement is only good during that debriefing session, outside of that, its fair game
