Chief Danielle Outlaw takes our hand and walks us down the road to reconciliation with her views on 21st century policing. Her Idea? To restore the humanity IN authority. That the Police and the community must have a trusted relationship and embrace commonalities or we will continue to remain at a crossroads. If we are to achieve a future state of working together instead of against one another we must accept that change does not always come in the way we expect it to appear.

In the spirit of ideas worth spreading, TEDx is a program of local, self-organized events that bring people together to share a TED-like experience. At a TEDx event, TEDTalks video and live speakers combine to spark deep discussion and connection in a small group. These local, self-organized events are branded TEDx, where x = independently organized TED event. The TED Conference provides general guidance for the TEDx program, but individual TEDx events are self-organized.
After 20 years of service for Oakland’s Police Department, Danielle was sworn in as Portland’s 48th Chief of Police in 2018. With a background in sociology and business, she’s a bridge-builder and thoughtful listener who believes in the idea of “when we know better, we do better.” Her goal as Chief: inspire transformation and positive progression in 21st century policing via enhanced strategies here, and everywhere. LOL you had no idea how right you were...now as commissioner in Philadelphia her officers are literally harassing citizens and she has remained silent on the issue. She talks a lot of talk but when she actually has the chance to do something about it...she doesn't.

Welcome to Philly. She sounds like she can handle Philly's toughness but we will see. Protestors are one thing but these streets don't play. We got some serious issues here, I hope she understands that 'cause she's gonna have to go deep, deep, in the well. In the same respect, controlling the police, policies & practises, and what happens inside the very heart of the policing system here in Philly, getting rid of the "corruption" is what we will be watching most. It is that which will be most telling.

I am a white male that is law enforcement trained, pro-law enforcement, and a republican. what she said brought me to tears that as a community of law enforcement we have to change with the times. we have to get deep into the community to learn and grow with that community. if we do not do this we will fail as a whole.

Officers wearing a uniform to a pride parade is not only acceptable but worthy of the croud's applause, but what if he's seen off duty out of uniform with a MAGA hat on? 2 ends of the same spectrum... wait, I didn't hear any clapping 👏👏🏿👏🏽. her #2 man here in Philly just resigned effectively immediately, refused to work with her. I got rejected by the written state police exam in my state twice and I am someone my community supported through an election. There is definitely not good recruiting being done on behalf of the written exam folks. We need more written responses instead of multiple choice questions on there

I agree with what she says about how internal decisions are made within the police departments. Just like in any other job in any industry, we all want to reward those who are deserving, and when those who are undeserving are promoted, rewarded, and kept despite their lack of work ethics and morals, the entire work environment suffers and employees are disillusioned, trickling down to the organization’s reputation. Except, we have to remember that its even harder to come back from bad reputation where police are concerned, since they are supposed to serve and protect. I want to see the police and the community treat one another with respect and dignity as it should be. I hope trust can be rebuilt for all people, no matter what socioeconomic background we have.

Police are not "authority," they are "servants." They need to remember that, and respect their employers - not the government, not the elite, but the people. In turn, they should be respected for the job they do, in the same way custodians and mailmen should be respected.

Her police force corralled peaceful protestors under a bridge after letting them enter the highway. Then they short rubber bullets, tear gas and mace at them as they scrambled to get away. They had to run uphill through vegetation and hop a fence to reach a space where they could breathe. The rest got arrested. Is she what is needed?

Life In The Swole what I understand is she has protected the police and not the people as they corral them, block off their exits and unleash tear gas, mace, and rubber bullets on the people. She has an opportunity right now, to do better, and she is not. Her strong word means nothing without positive action. Her police force has allowed white men with bats and hammers to roam the streets and use racial slurs and attack protesters under the guise of “protecting the community” the police have not only allowed them to do this but encouraged it even after the curfew they were enforcing for everyone else. What you don’t understand is how she is not being effective in the city she works for. She is working for cops, not the people, not the community.

When Danielle Outlaw was Portland Oregon chief of police Senator Jeff Merkleys staff attorney Joel Corcoran and state operations director Scott Maguire told Portland police to raid my apartment on 13th ave. Officer Combs and officer Hansen, searched my apartment along with a US Marshal. Also after I paid the Police bureau on their website for my 2013 arrest report the took my money and never gave me the report. I called Chief Outlaws staff and told them. Nothing changed and I never got my money back. I emailed and called police commissioner and mayor Ted Wheeler he emailed me and said to stop contacting him. When I emailed and called the city council nobody replied. August 10th I was released from jail. I spent 16 months in the Oregon State Hospital and two months of n jail. While in the hospital I wrote Senate President Peter Courtney a board member of the hospital who hasn't attended a meeting since 2014. Courtney is Oregon's longest serving legislature. House Speaker Tina Kotek never replied, Rep. Mitch Greenlick another State Hospital board member never replied, Oregon Health Authority executive director Patrick Allen never replied, hospital superintendent Dolly Matteucci never replied. $888 per day in federal tax dollars was paid for me to be confined at Oregon State Hospital. Approximately $420,000 for 16 months at the hospital. After I was released August 10th 2020 I was homeless. Luke Dorf which managed the apartment building where I lived on 13th would not let me back in. Before I had been arrested January 29, 2019 I emailed Luke Dorf chairman Jaime McDonald at his second job as a Tigard Oregon police commander working under police chief Kathy McAlpine. Jaime never replied to any of my emails or phone messages. While I was in the state hospital I met four other people I had lived with in the Luke Dorf building on 13th ave. Jonathan, Nathan, Kyle, and a female I never spoke with who lived on different floor. She has autism. I wrote Oregon Governor Kate Brown. Nik Blosser is the governor's chief of staff. Nobody replied. Nik Blosser is married his wife is Deborah Kafoury the chairwoman of Multnomah County where Danielle Outlaw worked as chief of Portland police. Deborah has never replied to any messages I've left for her since 2013. Deborah and four county commissioners oversee a one billion dollar yearly budget.

Then after that start from there because some officers don't deserve to wear a badge. Which I believe is usually around half of the police in this country.

16 minutes of commentary about the obvious. Very little substance about “how” she suggests the chasm of distrust of law enforcement by a segment of the greater community can be accomplished. She established bona fides not with the breadth and quality of her experience in policing, but with emphasis on her ethnicity, gender, and selection to a command position, implicitly because of the preceding personal characteristics. Chief Outlaw began to speak of a very relevant issue: the exercise of authority. Unfortunately, she failed to explore the issue in favor of simple reference to the source of L/E authority, the community. This is objectively inaccurate; authority is derived from law/statute enacted by elected representatives of The People. Her simple reference, however, did resonate to a significant problem that plagues community perspective of policing and L/E’s exercise of authority. Prevailing subjective attitudes about policing, many born of bias and misinformed fear, manifest in anarchistic politics and court of public opinion, have extraordinary adverse impact on how L/E exercises lawful authority. All one must do is examine her agency’s response to AntiFa’s takeover of Portland’s streets to see the truth of this. To the theme of the talk, she said we must ‘embrace commonalities... (and) the 21st Century’, for whatever that subjectively means (because she didn’t explain or provide context). She said we must have ‘difficult conversations’ - duh - yet singles out only ‘disenfranchised communities’. I would hope she has a broader aspect and is professionally committed to engaging ALL communities in Portland in the difficult conversations. Sadly, too many in ‘disenfranchised communities’ refuse to have productive, open-minded civil dialogues and are, in fact, obstructions to participating in bridge building Chief Outlaw hopes for. The Chief was raised and grew up professionally in Oakland (CA), so she’s familiar with the harsh, self-serving realities of crime and violence. Unfortunately, it appears that her political experience at OPD, influenced by Oakland’s social justice political bent, has informed her management style. I don’t begrudge her this experience... I simply observe its a strategy of community placation that has failed in Oakland and only solves, however temporarily, political concerns.

Chief Scott Thompson of camden county metro nj deserves the credit for these ideals because he actually managed to CHANGE AN ENTIRE police force city and the opinions that civilians have of the police in that city! He did an amazing job and this is coming from someone who is homeless has been an addict and had a lot of problems with the police. I hope she helps philly but I dont think she will get respect I dont think she should have been given the job there were much more qualified individuals

MONTERN is spot on.. The numbers of homicides and shootings in Philly have risen to record levels since she took over as Police Commissioner. From the "Talk is Cheap" Dept. There's a saying among Navy SEALS -- "People may not believe everything you say or everything they hear about you, but they'll always believe everything you do." So I'll believe in Commissioner Outlaw when she does something that reduces all the shootings on Philly streets. Otherwise it's all just talk. Like this.

@@Gwmcmi02 agreed. Shootings and gun homicides in Philly have risen to record levels since she took over as Police Commissioner. How effective has her talk been there? I guess whatever didn't work in Portland isn't working in Philly. This is known as reinventing the flat tire.
