Question: are young women over-using vocalized pauses and self-answering "ah, yeah" to self-regulate and/or exercise control/power?

Not sure. What vocalized pauses accomplish is holding the floor (the right to speak). So by not giving up their turn at talk, they are asserting a certain amount of power.

Yes. You understand exactly. Be more direct (which will sound less polite), and that will make you seem assertive and powerful.
