if these people were in detention, it means they were released from prison... so their time was served, and they were released, but they weren't a citizen, so they were detained after being released, would be my assumption... their reoffending, while terrible, is considered among recidivism, which is a potential outcome for any released prisoner of any crime, some more likely to reoffend than others, but if their time is served, then it's served, blame a judge for not giving them a harsher sentence initially... we are viewing these people through a different lens, for some reason
