Looks fake. The bit of the tool only touched the pontoon below the film. He was rubbing the body of the tool on the film and not the bit. You can hear the difference when the bit contacts the pontoon.
Maybe you havent worked with aluminum but that is 100% fixable. Ive seen aluminum wheels pitted and scratched beyond belief and they were sanded down and polished and looked brand new. Those tiny scratches would buff out easily. Film on pontoon tubes is a huge waste of money.
