It makes even more sense when you realize that the only people who enter his spawnroom is the RED heavy and the White/Colorless soldier with no team affiliation, and BLU heavy just appears out of nowhere, because the enemy team can't enter your spawnroom.

This feels like an opening very slightly changing after a major plot event but they don't have the budget to add much more beyond a new character.

Nah, it feels more like an episode where some reality warper or something makes it so they've always been a part of group, to the point where the intro is even altered to reflect this. A few shows have apparently done this, like Torchwood or X-Files.
