Portland Mayor Ted Wheeler abruptly halted an in-person city council meeting Wednesday morning after a testy exchange involving at least one person who used their allotted time to give public testimony to address Commissioner Rene Gonzalez’s ban on distributing tents and tarps to unsheltered Portlanders.
Wheeler called for a recess shortly before 11:30 a.m. and the city council reconvened virtually.
