Steve Haines and Devin Weston show how good R*'s writing was. If you instantly dislike a character, to the point of hating them through and through, they are well written.
@@CaliLivin It was written well enough to become one of the most popular games of all time. And no, it didn't get all that thanks to online. That happened a lot later.
it depends on why you hate the villain. steve works, since he gets hated for the reasons you are supposed to hate him. villains hated for unintentional reasons (anticlimax, difficult boss fight, not feeling threatening enough etc) still count as poorly written
It means he pretended to be helping the IAA so he wouldn't be blamed for the raid so basically he was pretending to be an IAA agent while being an FIB agent thus he's a double agent. They probably just released Haines because it looked like he was saving the day and the FIB would've kicked up a massive fuss if they didn't but the IAA probably knew Steve was involved but I don't think they actually mention what happened to him he just comes back later.
