Does that mean that the western powers are against the development? To me, the most important thing is the visions of the so called "Dictators" for their countries. For instance, Paul Kagame is doing very well for his country. Africa needs such dictators. I strongly believe that the Western World won't mind a man with good vision.

No he betrayed Libya theres even a video where he's telling Obama that he started fighting Gadafi long ago before USA started. He betrayed Gadafi out of fear that Gadafi may help ugandan rebels to oust him as president of uganda since he was opposed to the idea of United States of Afrika by Gadafi
