The Burglar is written exactly as it works. When the blind is selected, lose all discards and gain 3 hands. You selected the blind that only has 1 hand, so the Burglar triggered to remove your discards and add 3 hands. That's why you had 4 hands and no discards. It's not written like a continuous effect, where removing the Burglar would return the discards it took on blind selection, just as a mult joker doesn't take away the chips it helped you gain the hand prior when you sell it.

+1 discard =/= +1 hand. Burglar gives a fixed number of hands.
