Prisoners arent allowed cellphones however some guards can be bribed to provide them a phone for a certain amount of money or they can have someone on the outside sneak one in However id have to imageine they need to find a way to get wifi access to upload because some of those prisons are in the middle of bum fuck knowhere and cell service is non existant for miles
