You give different perspective to things, earlier I always thought why govt is not doing privatisation of railways, but I think I got my answer today, but I still feel in few sectors in india, privatisation had made huge difference as a end customer, who would have thought of such lower bills in telecom sector or earlier when my dad used to stand in queue in psu banks just to deposit his own money. I think what Japan has done by putting strict laws, india should follow as well, also there should be some cap on how much amount a commodity can be sold, india should also move towards privatasation.

Once I went to BSNL office to give internet connection in my rural village employee he is sleeping in baniyan he refused main reason is that he cannot do repairs. Only 4 phone connection was there at time after 2 months phone connection was not correct when I went to his office he said cancel connection so he can return his home at 12 am.

Today Air India is sold to Tata group, it went back where it started. Very happy with this decision of the government. It went into drain under the government authorities. As he said, a corporation can pay the government to create monopoly, same happens with corrupt government which creates rules which forces people to sell their hard earned money and companies.

Rather than turning govt. organisation into private,Govt. should have emphasised on making new private organisations to boost competition and economy.If only BSNL could get 4g spectrum then there would have been no question of private monopoly.Before arrival of 4g BSNL was the best in terms of network connectivity.Even in nook and crannies of our country one can find a BSNL tower and network connectivity.Only because of lack of 4g service people have abandoned BSNL,one harsh truth. Privatization at a slow and steady pace is always good. In 1991 liberalisation of Indian economy happened,then people complained ki ye Tata Birla ki sarkaar he. Privatization will honor talent, No reservation system in privatization. Imagination of New Railway System with privatization. 1. Complete computerization of railway operations: Railways regulating authority will order the Train when made it ready by private operator, with starting and destination stations along with load particulars and priority will be decided. Train order centralized control room will be set up at New Delhi. Based on the payment option choosen by the client, priority will be selected. Based on priority COA system will auto regulate the traffic. It will transfer orders to track regulating system. Track regulating system will operate points and confirm route status for signalling system. Signalling will send signals to auto Piloting system of the concern loco. Auto Piloting system will run the train as per Signals and terrain of the route and reach the destination. Along with Railways, client also can monitor his cargo status on live. 2. Pilots hiring should be like in aviation system. Driver should be given with licence after passing certain tests conducted by railway regulating authority. Private driver training schools will provide training on fee basis like in aviation. Hours of experience they have, failures they met with during working will be updated in their database as credentials to decide their category. Based on the database category of Driver will be decided as per Railways regulating authority standards. Railway regulating authority will decide which train, which route which category driver is permitted. Client can hire those drivers from open market like in aviation. For all manpower in Railways, graduation in Railway Engineering should be preferred. Accordingly engineering course should be introduced in Engineering collages. 3. State owned Wagon/coaches should be leased on hourly basis. However private owned Wagons/coaches should be encouraged to provide on lease basis. 4. State owned Locos should be leased on hourly basis.However private owned locos should be encouraged to provide on lease basis. 5.Track Hiring: Track charges should be two part tariff i.e. Per Km+ per minute basis. Separate charges for block section and yard. Yards and routes will be classified in to defferent categories. 6. OHE charges should be based on number of units (KVAH) consumed by the loco. Energy meter will be provided in loco along with CC Camera for recording all activities in loco and on track. 7. Pway, OHE and S&T combined maintenance should be given for private operators. Complete assets will be owned by the private operators only land will be owned by the state. Lease charges will be paid to the private operators for using their assets per hour per TKM basis. The charges will be separate for sections and yards. Classification will be done by regulating authority. Land lease charges will be paid by the private operators to Railways/state. 8. Stations land will be leased to the private operators. Stations will be maintained by the private operators. Commercial activities charges will be paid through ticket fare as commission. Other commercial activities charges in stations will be paid by the respective users. Railways regulating authority will take care of safety and Quality of Services. Advantages: 1. No Section controller 2. No station Master 3. No Driver ( future only loco Engineer for operation and repairs) 4. No gaurd 5. No manual intervention, all are system based, hence more efficient, reliable and effective. 6. Optimum utilisation of track and rolling stock is possible. 7. Customer can track their cargo on live. 8. Customer can feel more reliable and can plan to reduce inventory loss on buffer stocks. 9. Punctuality of the system will improve. 10. Man power reduction will make system more sustainable. 11. Funds generated from selling Pway/OHE and rolling stock assets will give room to increase infrastructure further to aquire land for new routes or to expand existing routes. 12. Self control system and more attractive to encourage efficiency. 13. Present system is not efficient due to seapages and corrupt/out dated practices. Those can be eliminated by encouraging efficient practices. This will leads to reduce the logistic costs. System can be utilised to the optimum extent possible. Reduced costs will attract more traffic and make railways as best logistic support than roadways. 14. Expenditure will reduce and logistics cost will reduce. And products cost more competitive for exports. Then exports will raise. Exports leads to increase in GDP. Increase in GDP means more job opportunities. This will make win win situation to all.
