A Mellor is a laying tools, so like other layer tools its purpose is to help you to place and adjust your stitches as you work. Mellor's are specfic to Goldwork however as they have a narrow pointed end and a flat rounded paddle end for different techniques you might be using.
The pointed end is probably the most used, as it is used to ease down your stitches onto the fabric and place the purl in the best position. Making sure the purl doesnt catch on the way down is very important in goldwork and the mellor give you that control.
If you make a mistake and need to remove a piece of purl, the mellor can get in and under that stitch without affecting your other stitches, and get into places that your fingers probably couldnt, or would result in your bending your needle.
The flat paddle end is more for smoothing and shaping the purl, used here on some couching it allows you to make those adjustments without putting too much pressure on a particular area as the shape spreads the pressure. As the purl can get mishapen quite easily, its great for doing this gently especially for final touches.
Finally, specifically to goldwork, as the purl is metal overhandling can result in discolouration and damage to your piece so using the mellor to make this adjustments reducing the amount of contact the oils in your hands have with your work to minimise this.
