O don’t know if I have hard water or not but I do know our water turns our tub yellow. We have to use a special cleanser to keep it cleaned

So I buy distilled water and rinse my hair as my final rinse on wash day and spray my hair with a mixture of distilled water, aloe Vera juice, glycerin and msm powder, seal that in with a leave in and my oil mixture.

I’m trying to use natural ingredients only so I haven’t found a leave in that I’m settled on but I’m getting close. I saw this aloe Vera leave in I might try and eventually a homemade shampoo and conditioner

That seems like a pretty effective moisture routine, especially with all those humectants. Distilled water as your final rinse is a good solution too. Well done.

What do you mean wet hair doesn't mean moisturised hair? Water isn't what moisturises hair?

Water helps but it isn't enough. You can have moisturized hair without directly applying water if you use humectants.

I live in London, England, UK. The water here is full of chemicals and mineral deposits that actually ruins your hair so I have to avoid wetting my hair every day. My hair likes a leave-in conditioning spray daily to dampen...not soaking wet. When I swim, I cover my hair first in conditioner to stop it absorbing all of the swim water. I also chelate once every 4-6 weeks to remove the chemicals and mineral deposits from my hair.
