Between 1994 and 2004, there was a national "assault weapon" ban in place int he United States, along with some related importation restrictions on military-looking rifles. Most semiauto rifle importation continued by adjusting various cosmetic features to not fall under the provisions of the various rules, but at one point someone realized that hey, the law only covered semiautomatic rifles. So if the gas system were replaced by a manual pump action, a rifle would no longer be prohibited regardless of its other features! As so, in 2002, the Cugir factory complex in Romania produced the PAR-1 (in 7.62x39mm) and PAR-3 (in 5.56x45mm). About 2000 were imported by Century, where they were not particularly popular (because they are really pretty kludgy rifles) and no further importation was done (and the PAR-2 in 5.45x39mm was never brought in at all).
Note that this is not the only example of a semiauto rifle rebuilt as a pump action to avoid legal restrictions. A couple other examples I have previously covered include:

Owner of this specific rifle in the video here. When I leant this gun to Ian I forgot to tell him how to shoot with the 545 magazine. The magazine works flawlessly if you pull the slide all the way to the rear and let go under its own return spring it chambers a round every time. Ian didn’t know this so as you can see he pumps it forward and it jams. Totally my fault for not telling him. Also yes I sighted it in because I shoot it often. And if anyone was wondering about the bolt not matching it’s because the first owner butchered the bolt trying to get the firing pin out for some reason. I bought a new bolt and properly lapped and reheadspaced to the new bolt to insure safe firing. Great video Ian!

As the owner of said weapon,I think you'd actually be in a position to see if you can get a custom made pump handle with a pistol grip on it,maybe something 3D printed,that you can hot swap. Then you'd have something really fast.

I've read at least 2 maybe 3 accounts from war where people got sent to battle with 3 bullets. 3 bullets. Bosnia, China civil war, and one more I think but can't remember where. This American idea that you will always have your pick of equipment is kinda delusional. Single shot is fine even preferable if you only have 3 bullets. That's 1 trigger pull on your fancy automatic weapon.

These rifles almost made it into Australia in the late 1990s. Initially, they were approved for import. Then they were destroyed by customs when they worked out that they were an AK with the gas system removed.

@deutschevolksmiliz appearance laws for starters. In Australia if it looks like an AK, than that's what it is. This isn't the only firearm that got to Australia & was then banned. Some have actually been sold to the public, then been banned when the government changed it's mind.

Growing up, my grandfather had "assault weapons" but they were all pre-ban so he never had to worry with compliant stuff like this. And I actually never knew there was even a ban until I was older lol. This is a very interesting rifle!

This honestly seems like a really fun time. I always have a soft spot for manually-cycled rifles - bolt-actions, levers... You rarely see pump-action rifles like this. Neat. Now we're only a few years out from the infamous pump-action MP5!

As a California gun counter clerk in the early 2000’s, I encountered a Remington 7615 pump action .223 utilizing AR15 mags. In light of California assault weapon restrictions, I considered buying it. Thankfully, common sense & a disdain for Remington 742’s & 760’s intervened.

I actually think a pump-action alternative to a Q mini fix chambered in 8.6 blackout would be an awesome idea. Keeping the ultra-quiet capability but with potentially faster rate of fire than bolt-action -except if you’re in the prone position I suppose.

I owned the 7.62x39 version. A bit rough around the edges. I sold it because I was worried about the forearm breaking which is a unique, hard to find replacement part. But it was a cool rifle. The action would stick though when the case expands in the chamber. However I should have just kept it because it’s just neat. Got mine for $300

Ex sergeant Fudd- "DON'T RIDE THE FOREARM! Let the spring do the work!" I have experience with only 1 5.56 AK, and with 4 different 5.45 mags, l had the same experience. All worked well, except the last round would fail to chamber. Dump the empty mag, insert loaded mag, tip rifle, pull charging handle to the rear, release, aim and fire. Other rifle/ mag combinations may differ, but that's my experience.

I remember Century using "melty" plastic for the US made plastic furniture on their later Romanian AK imports. They were great for a few shots but the plastic would start getting mushy on the handguard where it contacted the barrel if you fired off enough rounds to make the barrel hot.

I remember in France in the 90's when they restricted the semi-auto rifles, I've seen a gun shop selling one poor Romanian AK (with its front pistol grip) which had it's gas block plugged (removed?) so you had to manually use the charging handle for every shot. The mag wad also pinned and it was in .300 Savage if I remember well as the 7.62x39 was a strictly restricted military calibre.

Before 1989 the Cugir Factory officially only produced sowing machines. So there was this joke going around about an employee who kept stealing sowing machine parts from the factory but was very disappointed because every time he tried to assemble the sowing machine at home he got a rifle.

As a Par-1 owner I love the WTF moments I get at the range when people notice these. Mine does have a sling on it that appears to be from the factory, you would have too cut it off. Also the sights are kind of trash, yet I find it groups very well. Overall it's a very fun gun to shoot.

I first heard of these from a video from Brandon Herrera, he had gotten his hands on a PAR-1. A very interesting way to get around laws that shouldn't have been made law in the first place.

I think these guns were intended to get around the LCMM ban in 1998, not the AW ban. That made sense with the 7.62x39 version, but there were very few pre-ban 5.56 mags, which is why Century included an AK-74 magazine. Obviously it doesn't make sense if there are in fact no pre-ban mags, may as well have a semi-auto with a bespoke lower capacity magazine, e.g. the H&K SL8-1. I did see these advertised in Germany back then, so there was some idea of selling them in Europe, which makes sense because they would be Category C, rather than B. As far as the muzzle device goes, iirc, pump-action rifles can't have a bayonet lug or a grenade-launching device to qualify for import under 18 USC 925(d)(3). Bit of an obscure import reg, that one.

I thought of the same thing. If the vertical grip was offset slightly to the rear, then the shooter’s supporting arm wouldn’t have to extend so far forward. It looks like there’s enough clearance at the rear of the forestock.

I remember almost buying one of these years back but held off and got a beautiful Polish kit built on an AUSA receiver by Jim Fuller at Rifle Dynamics......only gun I regret selling.

Back in the day I converted quite a few back into semi auto function, it really wasn't hard and cheap back in the day of $60 parts kits (for donor parts)

Even outside of a situation like this, I’ve never really understood why pump hunting rifles and such are not more popular for hunting than they are. Way quicker than running a bolt. Probably some mechanical thing I’m not aware of.

A foregrip would somewhat resolve the tactility issues, but it would be considered an "assault" feature. 5:12 That's like putting perfume on a pig. 🤣

As someone Who lives somewhere were this is legal, and semi-automatics are difficult to get. I can not for the life of me think of a single reason I'd buy this over a good bolt action rifle...

5.45 mags will feed 5.56 in a pinch. In my testing it’ll feed usually up to 23 - 25 rounds just fine, the last few jam so I just loaded up to 25 and called it good. I got ahold of a whole case of East German Bakes and wanted to see if they’d work in my 5.56 AK cause of the aesthetic. I now have a CuR-2 Romanian AK-74

Friendly reminder that newer assault weapons bans (including the one that federal one that died in Congress in 2022) utilize a single feature test and include handguards as a feature. Unfortunately, lawmakers have learned from past mistakes and if we do get a new one, it will be far more strict. Manually operated firearms like this one will be completely legal. The feature tests only apply to detachable box magazine fed semi auto rifles and pistols and all semi automatic shotguns.

You just said, lawmakers can close loopholes and ban things ….so no. These will NOT be completely legal, once they start banning guns. They will eventually become the “weapon of war” or whatever buzz phrase is used to vilify a tool, and ignore the evil people that abuse them.

Hardly a work around. It's a functionality 5.56 pump action that cosmetically looks like a ak. The policies worked how they were intended.

@@samgeorge4798 This is one case, the rest simply used thumbhole stocks like HK to get around. And others. As a matter of fact when this ban came out a gun manufacturer actually put out a commercial thanking Diane Feinstein for the bill as their sales went through the roof. If you really believe this, I would suggest watching a podcast here on youtube by Colion Noir with his guest a former firearms enforcement officer with the ATF that came out a few days ago.

Native born Vermonter here. Georgia, VT, should confuse no one. Vermont regiments were part of Sherman's tour of the South. We named the town in honor of where our men where when the South gave up. Records indicate everyone was disappointed- apparently, there was a hope that naming the town Florida would bring milder winter weather. It was the equivalent of "teabagging" today.

One thing which wasn't mentioned is, at least on the 7.62 PAR is the differences in the length of the bolt. On the 7.62 PAR the bolt is approx. 10mm shorter than a standard AKM bolt. I believe the reason for the shorter bolt is so a shooter can't cause a early primer strike. I have also converted one of these to semi-auto. It's pretty easy and a fun project.

You mean to tell me that I can buy the entire gun, have it legally transferred to me, and then it’s illegal if I don’t replace some of the parts on the gun I legally bought? Is this Fuddlore that gun shops perpetuate to sell more stuff?

Now this is a forgotten weapon, but a blast from the past for me. I do remember them in Shotgun News and a local store had a couple. I almost bought one just because I thought it was neat but went with an SAR-1 instead (because that functioned more like a real AK and looked more like one too) and then spent my next lot of gun money on a Yugo SKS. Fun times.
