He's actually reacting to an extended form of him saying, "I want you!" In short, the extended form of the scene involved Arle monologuing to herself the implications of Schezo wanting her in a narrative sense, within perhaps the extended form of the "pervert/creeper" running gag... much to his apparent embarrassement, of course.

The game never left Japan for this console, the SNES and Genesis were the only consoles to see reskinned versions, neither one saw the original game intact.
The speech likely took up a nice chunk of the CD space, the size of the space on the CD is only 429 MB, they left a good portion of the remaining space empty.The music in the cutscenes is also streamed from the CD, and not the console, so that took up more space.
