Simple. Make a network of tunnels under all Las Nevadas and the bunker in a place near by, but out of Las Nevadas. The entrance of the network can be spread out in a way so there are multiple ways to get in, but you can get lost. This can be solved with a map that only people of Las Nevadas will own.

Me watching: Is curious weather or not dream and foolish have a brotherly bond at all, or at least are neutral with each other.
