i was around during the hip hop renaissance era when latifah and mc lyte were in their prime. you are SPOT ON about lil’ kim and why she’s often heralded more so than her predecessors. the overt sex appeal is a factor. YES she was raunchy. she could rhyme though. latifah’s peak was before female MCs became (hyper)sexualized. still, all these ladies were formidable.
Lil Kim came with that sex shock value. Salt n Peppa started to move in that direction towards their end. But that changed things up for female rappers. The ladies, yes I said LADIES, back in the day came with straight flows and bars. The sad part is lil kim actually had mad flows but she relied on sex to sell her product

Never liked Lil'Kim and her beats and her vulgarity took away from any talent that she had, Queen Latifah and the others before her were the true rappers.
Kim and Queen are two different eras. Queen and Lyte transitioned well into the 90s but musically lyte had more hit power. Queen was a big actress and not really rapping by the time kim came out. So, Kim’s rap career has more longevity which means more fandom based on that music. If queen would’ve continued rapping, she probably would’ve been more regarded for music.
Lil Kim and Foxy Brown were the first female rappers who did not dress like the guys or down play their sexuality in their looks & lyrics. Oaktown 357, and Salt n Pepa also never shied away from looking sexy or having spicy lyrics but if you compare the content Kim & Foxy were very raw & graphic, more in line with how some guys rapped. Kim and Foxy' success really gave other female rappers permission to dress sexier/have a sexier image, & be raunchy with the lyrics.
