The rolling shutter effect requires a camera with a rolling shutter --- there's a clue in the name --- and can be seen in a still image, as here. The effect where wheel spokes seem to be going the wrong way, or too slow, requires a videocamera. It doesn't need to be digital --- the effect was noted in films. A still image can't show it.
Message for Lexi: Yes, Michael Jackson was a Sonic fan. Around the time that Sonic 3 was being developed, he was asked to help develop the soundtrack for the game. He became frustrated during production of how the Genesis sound chip was treating his music. When the allegations came around, SEGA noped out of the deal fast.
One of Michael Jackson's collaborators was Brad Buxer, a man who was a member of a band called "The Jetzons". Said band had a song that got held up in licensing and label shifts called "Hard Times". Buxer re-used the tune to Hard Times for the music to the Sonic 3 level "Ice Cap Zone". The rights to "Hard Times" shifted from label to label, and Sega couldn't procure the rights for future releases after the Genesis version. Moreso than Michael Jackson, this has been the main holdup for Sonic music rights for decades.
