Koreans never thought of themselves as Japanese, but if you were literally anyone other than a Korean then, if you weren't extremely well educated on world geography and history, for around 35 years you probably wouldn't have even realized that the entire Korean peninsula wasn't just more Japan. The word "Korea" probably wouldn't even appear on a typical political map anyway since it would just be labeled as part of Japan. So it makes perfect sense that Cap has no idea what a Korean is.
