Well, he's the symbol of what America is supposed to be: United, strong, and equal or greater than its opposition. Although old school American culture is still very much seen today, the goodness in Steve's heart separates him from how many people back in his day would normally behave. That's why he was chosen as Captain America to usher in a new age of freedom, because he was different.

Korea was annexed by Japan in 1910 and only regained independence in 1945 (and was then promptly divided by the Soviets and the Americans). Koreans never thought of themselves as Japanese, but if you were literally anyone other than a Korean then, if you weren't extremely well educated on world geography and history, for around 35 years you probably wouldn't have even realized that the entire Korean peninsula wasn't just more Japan. The word "Korea" probably wouldn't even appear on a typical political map anyway since it would just be labeled as part of Japan. So it makes perfect sense that Cap has no idea what a Korean is.

He mentioned that his parents were Irish immigrants and he had faced prejudice before. He hated bully’s,I wish I could show the comic panel.Cap shares the speech to a racist supervillain who hated foreigners. He was also selected specifically by the scientists who developed the super soldier program because he was pure of heart if that makes sense. It is mostly true that if we had a captain America in real life he would have been pretty racist but not Steve Rodgers specifically.
