This works so much better than I was expecting. The history with Nadine. Not accepting Chloe's offer because he already has an expert which coincidentally is Sam again. Thinking Chloe told Sam to send him on a goose chase instead of realizing Sam just wasn't that good, similar to how he picked Sam over Nathan when deciding he only needed one Drake Brother in UE4. The height could be explained with him wearing stilts or something, the accent is..uh..because he became too fluent in the local language. idk lol Got nothing for his motivation of inciting a civil war. It's not a perfect match but Rafe here isn't a completely random model swap either. Whether on purpose or a coincidence, this works surprisingly well in regards to the story.
Yeah, It all came together pretty well, thankfully. BTW if you want a little background detail i added, take a look at the passport photos in asav's lockbox. :)

Whooooaaaaa this is insane!!!!! I can't even understand how you got this to work, but this is incredible!!!! It's so bizarre seeing Asav's facial expressions on Rafe, but I love how thematically this works so well!!! Does that mean this version of Chloe could theoretically be put into U4, or does it only work going forward? Regardless, your skill is always so A++!!
