The rules do say (page 7 of the 2017 version) how many to reduce with 2 or 3 player. With the Europe map they say don't reduce cubes for either 2 player or 3 player.
Also in each round you can connect two cities or place up to 4 tile tracks, if you connect two cities with just two track tiles you can not continue track building on that round
+rahdo First you moved along the VP/income track because of the delivery. Then you also get another VP for the card. Does this mean that your income also increases or does the card only count as VP? Trying to learn the game... (I think you did it correctly on second thought...)
