Briefly explaining,R Premadasa presented select Committe report on Franchise & Elections 677 pages, with a draft Legislation 14th Amendment on 8thMarch1988 and ordered to print and distribute to Mps. But , printing was stopped by JRJ.That is te bitter truth. It was never printed and gave to the Mps (Hansard page 1237)Anil Moonasinge questioned. In the meantime J.R. Jayawarrdena wanted to put anyone who contested, he likes into the the PR system, overriding the list of provided by the party at the time of general Election. which was never discuseed this idea ,in the Select Committee over 5 years(8july1983 to 29Feb1988) & 33 meetings. R Premadasa ,Prime Minister presented the Draft legislation on 8 March1988 as per the Select Committeee report(parliament 109 series).
