I believe that the performances of the quarterbacks within the Super Bowl games are considered. Nothing outside of the Super Bowl is considered. That is why Doug Williams is much higher than Aaron Rodgers. Williams had a great Super Bowl statistically and came through when it mattered.

Favre at 16 and Rodgers at 15 is criminal. Both of those guys played better than Stafford and Dawson did in the Superbowl. This feels very much like you're also taking into account the number of Superbowl's the guy played in and their career in general. Joe Montana should be number 1, he put up some ridiculous numbers in the super bowls he played in (1142 yards 11TDs no ints and a ridiculous 127.8 passer rating), not to mention he went undefeated in the big game.
