I came across the same mini bike. My son and I are building it. I don’t know anything about the type of bike all I know is it’s an Arco. Do you know the model and year of yours?

All I know is it's a later one. First they were made by ARCO, then Dialex, then KEZ. This is a KEZ bike. I think ARCO made them in the early 70s and KEZ stopped making them in the early-mid 80s

Tractor supply. Most hardware stores have a selection of springs, just measure the distance between the holes and find an appropriate size

I have the same wheels, for some reason the two halves don't bolt up perfect, so the wheel wobbles, and the brake catches in spots. What do you think? Should I get a new wheel?

When you're assembling wheel, leave the bolts loose. Put it on the axle and then tighten the bolts while the wheel is on the axle to keep it aligned. As for the sprocket, those azusa stamped sprockets are rarely true. I'd recommend getting an two piece NOS one from bmi karts.
