I dont think it was intentional by the map creator. More like a funny bug I abused for my own enjoyment and for the viewers enjoyment of course. Its always funny to run around with 2 Jarmen Kells

The map gave me a normal toxin worker and a "generals challenge" worker. Both are 2 seperate factions. This gave me the option to build 2 Jarmens. Weird, I agree

I would suggest you try the map yourself. The AI seems to be stupid, but its not. It looks easy in the video, but the map is very hard. I failed many times in my test runs. For example as Tank I cant beat it at the moment. The AI just stomps you
