Westwood was so known for its good music back in the day that word of mouth literally encouraged people to buy speakers for their desktops just to listen to it. Frank Klepacki is a genius. I love industrial music to this very day, thanks to him.

Whenever i listen to this i get a really big army feeling of it, the morse code sounds, the people using a radio, the guy speaking in a loudspeaker seemingly barking orders and the choir part.

The vocal clip at 0:32 is from a sample CD called "Sounds Good: Eurotechno" from 1995. The voice says "Wir tanzen, wir tanzen, wir tanzen alle tanzen" ("We're dancing, we're dancing, we're dancing everybody's dancing" in German). So contrary to the popular myth (spread by Frank Klepacki himself at some point, probably legitimately having forgotten exactly where he got the sample, and not being fluent in German couldn't tell which language was spoken) it's not Russian at all, neither military related, but the processing makes the words harder to discern if you don't know the source anyway.

I remember playing the penultimate mission of the Soviet campaign, where you fight Yuri in Moscow. This theme definitely suited the mood of painstakingly capturing Yuri’s bases, one by one, until the tables are turned and I am the one assaulting with overwhelming force.
I've never even played any command and conquer game, this song just showed up in my spotify weekly and it made my number 1 listened song of the year. If that's not a testement to how good this soundtrack is, I don't know what is.

Upd from Reddit: Frank Klepacki: 'Was told it was Russian, vaguely saying something to the effect of "this is a Red Alert" or "emergency" but I'm not entirely sure. It was a sample from one of the games cutscenes while a major alarm was going off.' Im Russian and i cant be sure about 'trevoga' or other russian words.
Never figured it out by myself back in the days. But apparently it´s german: "Wir kommen, wir kommen, wir kommen Euch holen!" - Basically meaning "we´re coming (3x) to get you". The "You" is refering to multiple people etc. here.
