I add a dart to the waist line and connect it all the way up One inch it's more than enough Than I add that one inch to the side, otherwise it won't fit

Your shoulder to waist at the back will be shortened at the back. If you leave ot it will just form a fold. It won't really affect the length. If you are concerned, you can start with 0.5 inches and work your way up and then see what works for you.

Sorry about that... In the video after cutting, I got a slight slant. After joining to the skirt that part won't be straight because on a normal when the dress is cut and sewn folds occur in that part of the dress. What you are trying to do by taking that 1 inch off is to reduce the fold.
