That appears to be a very early Hammond movement. I had 2 Hammond clocks with that movement, one I still have.

Ingraham manufactured large numbers of non self starting clocks. Another manufacturer that was quite small was Howard that made spin to start clocks up till around WW2. I have one dated Sept 1941.
