replacing a 89-98 geo tracker timing belt water pump thermostat and fan clutch pt 3 

I'm trying to fix a roll over 99 tracker that was only firing on 2 cylinders, I though timing belt was fubar because have Fuel and spark on all 4. When I turn crank bolt to line up notch it wants to roll back, cant' even rotate motor with ratchet, feels like compression but have sparks removed. Any ideas?
