I know this is a very late reply but it is what it is. A whip/crop is basically just an extension of your leg aid. They don't inflict pain or anything like that (I have tested it on myself to make sure) but they make a tiny bit of noise so it encourages the horse to listen to you more. You always use your leg first and then if they aren't responsive off the leg then you can lightly use the crop behind your leg. It can also help cross country if you need to encourage the horse to not lose their shoulder going up to a fence or a skinny you can give them a quick smack of the shoulder the guide them back to where you want them to go. I am no expert I am just relaying what I have observed and been taught. As for always carrying one when you ride, my instructor always says its better to have it and not need it than to need it and not have it. Hopefully this answers your question!
