They didn't destroy the consciousness, they locked it away; however, when Rogue visited Carol in the hospital, she inadvertently restored/returned her consciousness when she touched her head. Ms. Marvel should be fully conscious in this universe at this stage.
Unpopular opinion, I prefer Evolution's Rogue because she was more human, more fragile emotionaly and her touch was a real danger, this Rogue looks like Superman and she almost never uses her steal power
