No its more to do with wheel balance, he's one up so its not as heavy on the nose. The blades which are tilted right back into the wind have lifted this up on this very windy day. This is normal he's getting more rpm out the rotors. He then applies down and the downthrust of the engine pushes the nose down (he could also have pushed the stick forwards). Its properly balanced by the time he lifts off the tail wheel stops the blades hitting at the back. This is normal. With two up the balance would have been on the the 3 main wheels but too much weight at the front and you delay the nose lifting which lengthens the take off run. So this is normal for a two seater with balance set for two not one. Its perfectly safe provided the pilot knows what they are doing as he does.
