As someone who's living in Russia and watching all of this unfold from the inside, I can say without hesitation that it IS a general movilization, even on paper. The "partial movilization" thing of Putin's speech is nothing but an attempt to make it seem as not such a big deal and lower social unrest.

I do some private ESL tutoring here in Phnom Penh and two of my clients are ethnic Russians who moved here from Ukraine. Both of them have told me something quite remarkable: They believe that Putin thought the ethnic Russians in Ukraine would consider themselves patriotic Russians before and above anything else -- and they assert (convincingly) that this was his big mistake. They point out that to be a Russian living in Ukraine, you must first have decided to LEAVE RUSSIA, and that the decision to do so is at best a neutral actor on your Russian patriotism, but probably a lot worse than neutral.

The only Russian senator that voted against annexing Crimea is living in exile. I listened to an interview with him and he indicated that the referendums were legal grounds for which to dispatch new recruits into the war zone. Apparently they are not allowed to send new recruits anywhere but Russian soil. I found that to be an interesting perspective. Thank you for your evaluation as well it was very insightful

One of the most important lines from Putin's speech : "...I find it necessary to support the proposal of the Defense Ministry and the General Staff on partial mobilization in the Russian Federation to defend our Motherland..." . He has created a perfect avenue to blame someone else for the failure that is sure to follow.

Yes, good point. He is stockpiling reasons to put all of this on Shoigu and Gerasimov later on. Shoigu's face and demeanor is one of a man who knows there is no way out of this and he's a dead man. Also, Putin loves his bargaining chips that he thinks he has and Wednesday wasn't the last time he will threaten Ukraine/the World with nuclear weapons. I think it is very possible to consider that one of his next threats/blackmail will be a countdown ultimatum. For example, he could declare that Ukraine has 72-hours 96 hours to withdraw from, say, Crimea or Luhansk, or he will use a nuclear weapons. There's a good chance he doesn't care about a nuclear war because he has billion dollar underground bunker where he can live the rest of his days without worry. Another thing to consider, China and India were still tolerating Putin at the Uzbekistan conference. A few days later, Putin affirms his willingness to use nuclear weapons. I bet China and India are saying to themselves we are out of this. Putin's is on his own. If they publicly withdraw support and condemn Russia's actions threats of nuclear, Putin knows he couldn't survive that. Heck, China doesn't want to die for Putin. India doesn't want to die for Putin. Nuclear holocaust? No. Thank. You.

Putin's strategy in Ukraine is SHORT sighted, his STATURE in the world is surely going to be CUT DOWN. His SMALL self esteem is going to take a hit. LITTLE by little he is feeling the heat.Even a MINISCULE amount of common sense would have averted this war. The LOW quantity of gains thae he has attained are not enough to warrant this war. Stopping oil on nordstream seems to have done SQUAT. If the capabilities of the RF is what is displayed in Ukraine, then it is MINIATURE indeed. The RF seems to be the DWARF here. Seems like the Ukranians are going to enjoy STUBBY after all.

I actually haven’t seen a lot of panic from the media I read around the “not a bluff” line. So far, the response I’ve seen around has been “not a bluff, said every bluffer ever.”

Aye, every response I've heard was pretty much everyone agreeing that he's almost certainly bluffing. Admittedly, that might just be a Southern bravado thing, but I find it hard to think that even Putin would be crazy enough to use nukes on Ukraine and risk a proportionate response from elsewhere.

I think Putin is worried and desperately flailing for some action that may help. The problem with conscripts in an unpopular war is that they would sooner surrender than fight. I remember after D Day my dad and future uncle were walking a bunch of Germans who had surrendered back to the POW clearing centre. When he left them one of the soldiers he had been talking to wished him good luck. Puzzled he asked the soldier why he wished him good luck The German replied “My war is over”

My takeaway is that it's his last throw of the dice in a losing game, in hopes of surviving the consequences of his grossest of miscalculations. The idea is to force a negotiated end to the war on his terms, which allows him to keep the part of Ukraine Russia currently occupies. Mobilization and referendums are meant to prove that Russia has not only the capacity to endure and defend "legitimate" occupied territories but also conduct further offensives. Failing that, as Ukraine inevitably retakes territory, then nuclear weapons may be used as retaliation for attacks on newly-minted Russian territory. As usual with Putin, it's 90% theater and 10% reality.

According to russia proclemation on the nuclear proliferation treaty, they will not use nuclear/other WOMD’s unless the existence of the russian state is threatened. Using nuclear weapons as “payback” will nullify every single disarmament effort since the cold war started. Meaning we are essentially back to the cuban missile crisis. Putin definitly knows this, so i seriously doubt that putin is even considering the usage of nuclear weapons.

Hopefully his card deck is really bad going into those negotiations, so he can play it off like a victory but is in no way tempted to try anything like it ever again.

to me his speech doesn't mean much because he broke his words many times before. what his speech actually is is what he wants us to see and believe..it's been carefully crafted for both Russian and international audience..hence why speech was postponed by 1 hour few times and then postponed to next day. his speech has really no meaning..what he really thinks and may or may not do is in his head not in his words. it always been like that and this doesn't change it.

Saying "This is not a bluff" is like saying "Trust me". I don't think there has been one time in my life where someone said "Trust Me" where that did anything except create the opposite reaction. Sounds like something a used car salesman or an extended warranty seller would say to a senior citizen. The very fact that he said "This is not a bluff" makes it seem all the more likely that it is a bluff.

In WW2, Hitler repeatedly promised he wouldn't invade anymore countries just before he did. Pearl Harbor wasn't threatened beforehand. But far more recently, just before Russia invaded Ukraine Putin promised his tanks lined up on the border were only there for exercises and he wouldn't invade. Promises made in war don't mean Jack.

@@quaissag368 Don't really agree with the first part. Before someone uses nukes, they will give clear and unquestionable warnings, not just a weak "I'm not bluffing, promise." There will be something like an official document, with terms and conditions, sequence of escalation, nuclear submarines getting deployed etc. The threat of nukes is very powerful, more useful than the actual nukes. So he would try to take full advantage of that before doing what he can't take back. No one can truly predict what would happen after using nukes, it would be a new world. So as long as Putin isn't even willing to use the words "nukes" (he said WMDs, which could mean a lot of things), we are in no danger. Also, if he uses nukes "only" in Ukraine, he would not get nuked back, for sure. The West will only use nukes if their existence is in immediate danger. So he can use nukes without getting nuked, at least in the short term. But it would still be suicide: Ukraine wouldn't give up, the West would triple their support and no country, including China, would ever want to associate with someone that dangerous, stupid and insane.

Any "contract"/ treaty with Russia has ~20-30 year expiry date. After WW1 when Baltic states got their independence, the peace treaty in all of them basically said that Russia leaves them alone till the end of the time. We know what happened 20 years later.

Ukraine couldn't really use the nukes they had as all the codes for them were in Moscow. At best they could have made some dirty bombs perhaps. Not sure if they had the tech infrastructure to disassemble them and remake them as Ukrainian nukes with Ukrainian electronics/code etc either

One more thing about mobilisation in Russia. (From Russia) The current situation is that simply ignoring the mobilisation can get you up to 2 years of incarceration, whilst following the mobilisation can get you killed or maimed. Even the soldiers for whom it will be up to 10 years in prison may weight it against certain death (of cold, Ukranian shelling or internal conflicts in the army).

Ukraine your also forced to choose between prison or battle, but current times in Ukraine you either die at the front or your family dies during thr Russian advance so all the big question for them is how equipped they are not if they're to head into service. If Russia allowed Ukraine to join NATO , there would be NATO forces on the Russian border, just 500km from Moscow, which is just not going to happen without some kind of reaction. HIMARS missiles have a range of 480km, that would put the capital of Russia in firing range of NATO ground forces. This way they cement the border as far as possible, and get the resources as a bonus. New cold war is very, very close.

One thing to consider with nuclear weapons is that none of the big power players want a world where a rogue actor can neutralize their power advantage by simply being willing to 'gamble it all'. Yeah Nobody is impressed with the idea an incompetent dictator heading an unstable regime that has no plans beyond his lifespan can just invade a smaller neighbour mess up the invasion and then throw a trump card of “ well everything I’ve just taken is now my country and if you dare try liberate it I will nuke you” While also still trying to invade and destabilise the other country.. That means apocalypse is inevitable. Imagine if Israel did that with Egypt, just invaded the Sinai and tried to take western Egypt, got pushed back then stated the Sinai is now Israeli and if they dare keep taking it back they will nuke them. Now imagine if USA was going to do this, now imagine Pakistan trying this with india but stating “ well I’m willing to gamble it all deal with it”. Nobody is impressed with this, only a totally dying and incompetent regime does this. USA and China don’t have to do this as it’s far beneath them and they actually have interests in global stability and stable regimes.

About the bluff, I would add that the whole point of bluffing is to convince your opponent that you are not bluffing. So the words "this is not a bluff" are more consistent with a bluff than a genuine threat. As Teddy Roosevelt said "Speak softly and carry a big stick." Translation: if your stick is big enough, you don't need to advertise it for people to fear it. Russia already has the largest nuclear Arsenal on the planet and currently appears to have the fewset scruples in its use. So adding big talk to a big stick does not help persuade anybody he is going to use it. This is about motivating the excitable portion of his population to support a patriotic cause with an argument that would normally only convince the gullible.

No doubt Russia has paid for the maintenance, but their system doesn't guarantee that the maintenance actually gets done; so the money goes into peoples' pockets instead. So why wouldn't their nuclear weapons be any different? Those weapons require maintenance as well, or they just won't work. The risk is that, out of Russia's hundreds of weapons, it only takes a single working one to cause major devastation.

I just started to watch this and it made me think about gamblers and how when they're losing think, if I just keep going I'll win it all back, like endurance guarantees success. Actually most news reporting I have seen on this have been the news media interviewing experts who have then exactly NOT expressed that view, but instead expressed more or less the same views as in the video; which is namely that any nuclear threat is dangerous and should be taken seriously, but that doesnt mean we should back down or give in or necessarily believe or count on what the idiot is saying. Of course there may tabloid papers reacting with shock clickbait titels "THIS IS NOT A BLUFF!", but I wouldnt know for sure, I avoid tabloid junk.

I think the 'not a bluff nuclear threat' is not really about the conflict in Ukraine. Just like most of the speech was meant for domestic ears and not foreigners, that part wasn't meant for us either. I think Putin knows the Ukraine war is kinda done. He will try to keep his filthy hands on the territories he has conquered so far. Might work out, might not. The bigger point thoguh is that Russia has shown weakness. They have shown to the world that they are weak, unorganized and quite frankly just embarassing. So maybe in the coming couple of years some of the other authoritarian dictator neighbours might get it in their headf that they want to take a piece of Russia. Maybe he is even paranoid enough to think that 'the West' will swoop in on the coattails of the Ukraine war, conquer Russia and divide it up into multiple states or something like that. He is basically saying: look, we might not be really winning here, but if you think you can do to us what we have done to Ukraine you are in for a nuke.

Agreed. I would also like to add that it seems to me, in Putin's mind, he himself shows his own weakness by not winning this war. He fears, rather justifiably, that if the people sense such weakness, they will just oust him out (which, if they do, they will not do because he's "weak", but because he's a criminal). So he needs something - anything - that can be sold to the population as a victory, which is why he plans those "referenda". Then he will consider Ukraine attacking those territorries an attack on his land a threatening to Russia's bordere, which is where the nuke threat comes in. I truly hope that he at least understands that there are weapons that must never be used. Because it scares me to think what's gonna happen if he's just mad enough.

Thank you. My biggest takeaway from the speech which I watched live, is that he wants to dig a bigger whole to satisfy the Ultra nationalist, by adding Kherson and zaporizhzhia oblasts to his list of satisfactory victories. While the Ultra nationalists are calling for all of Ukraine, he knows that this is now unable to be accomplished, and even if Kyiv falls he can never suppress the people. This is a sign of him trying to thread the needle and stay alive.

The gem is Putin killed one of his ultra nationalists daughters trying to kill his loyalist, pissed in all their cereals confirming he values China more then he values them, and they all know he's making desperate moves that will cost him the subservience of the lower ranking people rallying under them all while reaching a advanced enough age to die of natural causes before he can buy back the loans he took from China. If it even looks like the final advance doesn't go well in the first week there can be a large enough collective backed by a already dead inside people to Caesar him by grease fire, and not one person will care enough to report it

A nice summary, well done. One factual error - "the recruits, having previous military experience will be better than the current" (paraphrased). No they won't The forces that went in (the VDV, First Tank Army, etc) were the best and most current. The recruits will range from comparable to continually drunk and incapable. Also, the number mobilised will I am sure be more than 300k. It's not specified anywhere in the order. There is one redacted paragraph that leaks have said includes the number and is said to be "up to 1 million". It's just not credible. Will it make life more more difficult for ukraine? Yes, even a parrot with a gun has some risk. What it will do is prolong and make this even more bloody. In addition to the impossible mobilisation target, he's also expanded the theatre of operation. The smart thing would have be to retreat to Crimea and the pre-24 Feb lines, and reinforced those. Possibly increasing the area around Donetsk. Declare mission accomplished, Ukraine is denazified and disarmed. Look at all these burned tanks. Would there be backlash from the Ultranationalists? Yes, but I am sure there are still many windows well above ground level for them to "fall" through. He could control that. He cannot control what he's started. As for the "I'm not bluffing" - this is Putin we are talking about. Everything he says is a lie, so understand that as Putinspeak for "I am bluffing".

I doubt he would use a nuke, doing so almost certainly bring NATO directly into the War it would turn Russia in a pariah state even China and Iran would cut them losse. If the Ukrainians are giving the Russian military a hard time NATO will flat out obliterate them and the have the MAD option.

The mobilization is necessary because without it there is a real possibility that Russia gets pushed out of all Ukrainian territory and Russia loses the war. Once blood is drawn, it is difficult to accept defeat or even cessation of hostilities until all measures have been tried for a turnaround--think American Civil War, World War I and Vietnam. A long war is a distinct possibility here. The big worry here is that, although tactical nuclear weapons are pretty much useless as offensive weapons of conquest, they can be used effectively in defense, and if Russia gets sufficiently desperate, the temptation to use them to defend the currently conquered terrirories increases. Use of nukes invites a response, and this is where things get very dangerous indeed.

Regarding the end of the video: Putin is very scared of nuclear war, he knows very well what that is, and you can see that in his reactions to those questions in interviews years before this war. This was speech for internal use mostly, to give those who are about to go to front lines and potentially die, some kid of assurance they will be O.K. "We have nukes, so they can`t touch us". That is how I read it. Great video, as always.

I'm no fan of Putin but I hope we don't push him into a corner. One strategy might be to support Ukraine enough to drag this out (sounds cruel I know) until Putin is removed from within. I pray he is replaced by someone better - not worse which can happen.

There's a distinction between tactical nukes and strategic ones. Tactical nukes are supposed to be used on the battlefield like an overpowered artillery, if I get it right. It's some sort of BFG. So in order to prevent heavy losses (which would cause mobilizing more people - which is unpopular), he might resort to use this s**t

Also, with the "referendums" if those regions become part of Russia it makes calling up the reserves and "partial" mobilization legal within Russia as their laws surrounding reserves state that they can only be deployed on Russian territory to defend Russian territory. Not that the laws matter that much but as far as internal optics go.

Believe that in the war of 1812 when American forces got to the Niagara River a lot of the states' militia members at first refused to cross the border into British territory because they were only obligated to protect the United States from attack, not to invade a foreign country. Though I think they were eventually convinced to cross the border.

Hypothetically if they armed Ukrainians to fight Ukrainians at best many would dessert at their first chance but also they'd have people with access to weapons and with knowledge of Russian positions etc. wandering about behind their lines which I'd imagine would create more problems than it fixes. Not saying it won't happen but doesn't seem like a solid idea to me.

Thank you for that final section. It's so irritating to see people act like everything Putin says is gospel. It's not as if Russia hasn't made numerous threats throughout this war, only to not act on those threats every single time. Of course, there does seem to be a large crossover with those people who buy Putin's threats, and those who are against helping Ukraine win. But I'm sure that's just a coincidence.

Very true. To those who weren't paying attention, Putin threatened Nuclear War in 2014. He doesn't have any other threats in his bag, because we've seen what his military is. It can overrun countries without militaries, and that is about it. There just is no point in negotiating with a genocidal, kleptocratic dictator like Putin. There is no chance that you will be negotiating with a good faith actor.

The reason I'm slightly concerned about the nukes is not because Putin said so, but because it is increasingly his last option to emerge from this with something vaguely resembling a victory. Reasons he wouldn't want to use them haven't changed, it would draw in NATO, and then Russia would lose everything, probably including Crimea.

You are missing one move they may try. They may make the Kherson and Zaporizia favorable to Ukraine, while the Luhantz and Donetz "choose" Russia. Russia then backs from the lost referendum areas and claims the "moral high ground by keeping the other two. Ukraine will beome the "aggressor".
