Half of the krais are named like that because they came up after several subjects were merged For example, Perm Krai didn't exist until 2005, when Perm Oblast and Komi-Permyak Autonomous Region (which was a part of Perm Region anyway) were merged. The same story with Krasnoyarsk, Kamchatka and Zabaykalsky.
and Krasnodar krai initially contained Adygean Autonomous Oblast (RSFSR subdivision) but it was split into Krasnodar krai and Adygean AO (-> SSR (1990 self-declared as SSR of RSFSR)-> SSR (in constitution of RSFSR) -> simply Republic)

At first look, Perm and Krasnoyarsk are not borderlands at all. But there is a one thing. If you're moving to the east from Perm there will be vast unpopulated areas, or populated by some chud, mut, komi, khanti, mansi and other finno-ugorish tribes, but not by slavic russians. So it's a borderland at some point. For same reasons Krasnoyarsk also was called kray (borderland). Evenks to the north, mongols and chinese to the south, buryats and altai to the east, so kind of borderlands for slavic russians too.

Also the Amur and Kemorovo Oblasts do not have their capital as their largest city. Kemorovo's largest city is Novokuznetsk, while Amur's is Blagoveschensk.

@@mezzopianoforte дополню. Этот город держал блокаду в крымской войне , держался год и был разрушен так что тогда писали " Помпея сохранилась лучше Севастополя" . Так же это была база для российского флота. И одна из главнейших верфей в Чёрном море.
