Winter salt is bad on ferrous. Replacing with a new Aluminum railing was not an option at this time so I decided to build concrete blocks - like extensions to the iron columns so they don't come in contact with surface salt during winter - thus extending the life of the existing railings.
This repair doesnt look too bad, and it saved us the money and trouble of a replacement.
A bag of cement concrete mix and 1/2 bag (fine) sand mix (sakrete) for the repair, some elbow grease for cleaning/sanding/painting the railing, and a can of paint.
