With someone having no limits.... they couldn't do any Full force at all, they don't have any potential and their growth goes too fast for them to realize. They evolve faster than light and only darkness is ahead of him. That is why Saitama feels so stagnated. He doesn't know progress. Here, he literally still giving Garou a very little effort, just by using his only arm to fight just like what he promised to Tareo. He can only do it seriously, but he could no longer feel what 'all out' means. Without pretty much erasing his home.
