He isn't using magic (if you are talking about him going through the door?) He was taking advantage of the molecular instability in the house caused by Sun Spots. (Which is what caused Libby and Sabrina to get their personalities switched)
If only they could have balanced Libby and Sabrina's niceness and meanness so they could each be kind with an attitude. This episode could have been the start of Libby and Sabrina becoming best friends (which is what I think Libby actually wants but is too insecure to allow it to happen).
This would have gone against who they naturally are and made alterations to their personalities that could not be guaranteed to be their desire or best interests. That would be them essentially playing god with both girls lives. The outcome possibly would have been disastrous because there likely would have been severe consequences in using magic like that. Libby is also a mortal so they really can't do that to her as she doesn't know and can't ever know about witchcraft to be able to consent to something so drastic. So while the idea seems great at first it could never be done or even thought about doing because of the possible repercussions.
Love how Salem saved the day and figured things out even if he did fall into bad habits. It was funny the way he got there with the pizza lol. Mean Sabrina was funny lol your wig looks silly. Loved Hilda on the grounds your mean and the judge sure it’s mostly water but it’s all they got

it was nice having the blond one being the mean one and the brunette being the 'good' one for a change. And I say this from when this was aired, not from today's point of view where it's much diverse. But we have so many old shows where there seems to be a pattern with making dark haired the evil bad or agressive ones and the blue eyed blond ones the good one. So many example shows I could give like Power Puff Girls, Sailor Moon, Disney's Recess etc.
In Lizzie McGuire Kate who was the Libby of the show was blond and Queen mean girl Regina George is blond. In the Sabrina movie which also starred Melissa Joan Hart the mean girl was blond
I think I... "get" the punishment kind of. Being turned into a witch familiar. You're forced to live alongside those who you could have been, what you could have had should regret set in. but there's nothing you can do about it. Plus being turned into a cat... you're having to rely on others to take care of you and... much to your chagrin, make decisions for you that maybe you don't want. dignity is pretty much gone. Plus... pretty sure anyone you told [mortal that is] about the magic or witches etc... you would end up in danger from some religious nutjob for being a "demon" or in trouble from the witch bigwigs etc... and the people you told about it... being thought of as insane and perhaps the spell police having to do some damage control and memory modification.
They bumped into each other on a day where there was much radiation streaming from a lot of sunspots on the sun. All that radiation caused a bunch of “molecular instability” which particularly affects their magic. Sabrina assumed she wouldn’t be affected since she’s half-mortal, but she did get affected nonetheless when she bumped into Libby in the hallway at school, causing Sabrina’s goodness/virtues to get transferred to Libby while Libby’s evilness got transferred to Sabrina.
