That's what I call resourceful. I wish the forestry division would develop a course for these people (they could call it a Fire Auxiliary Course) and an SOP for them to follow (especially interfacing with the main fire department). If they put lights and sirens and responded, unsolicited, to private property it could be a tricky legal proposition. These people shouldn't be dissuaded, they should be helped. Some states provide for FEPP (Federal Excess Personal Property) if you organize as a fire department.
