There's actually really few words beginning with OUTER, the only words are OUTER, OUTERS, OUTERCOAT, OUTERMOST, OUTERWEAR, OUTERCOATS, OUTERWEARS, OUTERCOURSE, OUTERCOURSES

Hastybot uses Macondo rack valuations, I believe. Woogles developers say these rack valuations have a slight edge over Quackle ones in head to head play. Based on its suggested plays,, it appears that the ISC examiner doesn't use either of these sets of rack valuations, but rather its own (undisclosed) ones.
