Either that or the Ishibashi and Mihara duet first. They have a mix of movesets (even though it's just Knuckles Tamashiro with Rikiya for Mihara and then just Kanda for Ishibashi) despite being a bunch of nobodies.

The fact he able to learn that just to show he trained himself a fighting skills just for nothing and still used a gun proof he the most arrogant stupid and useless antagonist ( same goes for jingu who look well build and beefed up but still used a gun)

Pretty much the same narrative importance too. Introduce a government officer suddenly for no reason, becomes the big bad, gets stomped on by one person despite having an army of trained personnel protecting them, and dies at the end with zero fanfare.

To be fair Y1 Jingu and the Y2 variant aren’t as bad as Munakata and Kiwami Jingu, which got the reputation of one of the worst bosses in the franchise.

It's not even a unique moveset, I think it's Ricky Mask with a different stance and a handful of different moves that I'm sure are pieced from other movesets.

@@warcraftfan5 There are a few like that, and to go even further here’s some examples, Andres moveset is mostly a lot of kicks and some punches from Vanessa in VF, and his flip finisher is taken from Jacky and Sarah, Ricky Mask moveset is El Blaze combos and grabs, and both Joji and Sugiuchi’s whole movesets are ripped from Jean, also pretty sure Lau Ka Long has moves from Lau-chan if he’s not outright using a good chunk of the moveset. Tanimura’s moveset has Vanessa moves too, but they gave some of the best ones to Andre’s moveset.
