My problem is, I don't know when you don't use punctuation with punctuation questions, like they give options without punctuation, and I don't know if there is a method of looking at it to realize that we don't need punctuation or we do need punctuation

*whenever * and *while * are both subordinators , so why we didn’t use a comma in first and we used it in the second example . I thought we should not use a comma in both examples

I dont think the rule is almighty thought I actually was just reviewing a practice test and got a question with both semi colon and period as answer choices and the correct answer was using a period but maybe its such an obvious extreme and I still failed not sure.
