what is a hall effect sensor?

I'm not studying engineering or anything, but I want to do a little private project that will require a rotary motor that can move to different preset degrees in both directions depending on the end-users input. I thought I was going to use a servo motor, but looking at this demonstration, the stepper motor may be more suitable for the job. Soooo, thanks for the wrong title, haha.
