65% of $13 billion = $8.45 billion comes from federal government climate change funding and goes to local business. Who are those local business going to be? Do they fund some people? Is this the most pressing issue of the time? Where are the reports saying that this is even needed?

As islands in the Pacific vanish, it behoves us to restore as much of the bay wetlands as possible.

There is no such thing as “coastal resiliency” as long as humanity continues adding carbon emissions to our atmosphere. The city ought to be using this money to finance the amortization and gradual abandonment of buildings and other infrastructure which would be inundated by 10-20 feet of sea-level rise. This is strictly a stopgap measure based on the ridiculous assumption that we can restrain future sea-level rise without drastically reducing emissions.
