Barad-dûr was indeed built with foundations forged by the power of the One Ring. However, what must be understood is that Sauron had already been in Mordor for 600 years prior to the forging of the One, moving to there in SA 1000 and forging the One in SA 1600. It can therefore be assume that the first Barad-dûr, which means "Dark Tower", was a separate fortress to the one destroyed by the Last Alliance in the Battle of Dargorlad. This can be surmised by what it says about the Mouth of Sauron in Return of the King: "But it is told that he was a renegade, who came of the race of those that are named the Black Númenórians; for they established their dwellings in Middle-eartth using the years of Sauron's dominion, and they worshiped him, being enamored of evil knowledge. And he entered the service of the Dark Tower when it first rose again...". "First rose again" meaning he joined Sauron's side when Barad-dûr was rebuilt for the first time, which would have been after his defeat by Ar-Pharazon, King of Númenor; the tower made before the forging of the One Ring and not the one rebuilt after the drowning of Númenor.

The problem with Barad-dûr is, I think, very simple to solve. In my opinion, what Tolkien meant is that the POWER which Sauron used in 1000 SA to build the Dark tower is NOW part of the Ring. So as long as the Ring exists, the foundations of Barad-dûr cannot be destroyed because still exists the power that created them.

This kid who acted as Sheldon is good. Look at that Golem bit as example.

Fun fact: Tolkien actually was more fascinated creating languages and only created the stories he wrote to have a justification for them. They are largely based off of Finnish and Dutch.
