I was stucked too. This is the solution: right click, left click, right click.

I've been stuck at this game for half an hour now, trying to do everything you did but those fucking things won't fucking move! What the hell am I missing? I can only turn the upper right one which only turns everything up to 25 and that's it.

Daaamn.... Why am I so dumb?!

@viridismonasteriense seriously, what the fuck is wrong with this stupid mini-game that I can't click on any of the other wheel valves? Clicking on it does nothing, except the upper one that responds immediately...what the hell man? How can I complete the game this way?
