He got some in P3P with the female route. In fact it's relatively easy to max him out if you're consistent enough.

I think that is because of the impact both had on their respective stories Shinji literally dies saving Ken and has a funeral afterwards. Later in P3P, as the FemC, if you complete his social link you can save him and you can romance him. All that on top of that P3 has had a longer time to cultivate a fan base than P5 did, despite the latter being more popular. And he also appears in both Persona Q games Haru is one of the last companions you get too, she's fun to interact with and I love the little hints of her sadistic side, but after Okumura's palace she kinda fades into the background. In Strikers that is fixed by making her interact more with the group but the damage was already done. Her screen time in P5/P5R is as little as her forehead's big. But despite all that she's still my favorite romance of the game Edit: I think a better comparison would be Haru and Legion from the Mass Effect series. Both are the last members you get (Akechi doesn't count for obvious reasons). And they get sidelined for it. Due to the nature of his recruitment mission, it's likely that you won't get time to know him. Haru was just sidelined because they didn't know how to handle her. Morgana fucking stole the moment she desperately needed for her character arc. Morgana's "My friends are my strength" cutscenes should've been a moment for Haru's development
