In navigation rules when a ship transit through a high traffic harbor, all propulsion plants and all generators are suppose to be online. The multiple generators are supposed to be in synchronization called split plant, in case you lose one generator, the other generators will still keep the ship going. Also the dexk department supposed to be on the bow of the ship to drop Anchor in case of something like this. Im curious what happened.

On a cruise ship there are 6 Diesel engines turning 4 propellers, so it's Diesel-Electric. There's a big controller, power diverter getting the electricity from the generators to the electric motors, and it would be this item that failed. They still would have control of 4 anchors to try an emergency stop if they had time. The lights going out may have been crew trying a computer "reset".

I wonder: Was a proper risk assessment conducted for this bridge, taking into account all potential hazards, including the risk of collision from large ships passing through, and were necessary mitigation actions identified? Who bears the responsibility for ensuring that such a risk assessment is carried out and that corresponding mitigation measures are effectively implemented? If a risk assessment was indeed performed, was this specific accident, which tragically occurred, considered among the unacceptable risks-those that cannot be tolerated under any circumstances? This particular incident sadly underscores one of the worst-case scenarios: the risk of collision, stemming from navigational errors, adverse weather conditions, or mechanical failures. To address the latter, it's imperative to adhere to strict size and weight restrictions for ships passing under the bridge, alongside implementing protective measures such as structural barriers and fender systems. Additionally, utilizing advanced monitoring technologies are crucial steps to detect and mitigate potential mechanical failures early on.

Bridges that don't raise shouldn't have massive ships floating underneath them. City will be sued to the stone age
